The role of Director of Resources is a new key role for the charity and both myself as CEO and the Board of Trustees are looking forward to working with the successful candidate to continue shaping the future of the charity for the benefit of people living in Cornwall.
The successful candidate will have a range of skills to enable them to oversee and develop our core functions in a forward thinking and strategic manner as well as working alongside the strategic leads of the organisation as we look to new projects based on the needs we have identified in our local communities. You will be dynamic, have strong interpersonal, intrapersonal, organisational and financial skills and we will, of course, expect a full appreciation of and compliance with the behaviours and values of CRCC. You will, on occasion, be asked to represent the CEO on behalf of CRCC.

During the last year, we have undergone a period of strategic review within the organisation which has resulted in much closer working between the Board of Trustees and the managers as we develop a clear strategy for the future. We have evaluated the work undertaken and honed our approach to ensure that we deliver the best we can to the people we serve. As a new CEO, and with my knowledge of the organisation and staff I can promise that this role will be rewarding and an excellent opportunity for any candidate to use their skills for the development and benefit of others, both internally and in Cornwall’s varied communities.

Who we are
Today CRCC is a large, modern charitable company of over 100 staff and turnover of £2M delivering a wide range of services and support to Cornish people, community groups and a thriving network of more than 400 village halls and community centres. CRCC is part of a network of 38 rural community charities across England all with a commitment to make rural communities sustainable.
CRCC is entering a new dawn in terms of its vision, mission and strategy. Based on our experiences during the Covid-19 pandemic, this new era will see much more collaborative working across the voluntary sector to provide the best offer for people in communities to improve their quality of life.
Having recently reviewed our structure, this new role of Director of Resources, reporting to the Chief Executive, will be a pivotal and critical member of the senior team. The Director of Resources will be accountable for leading and reshaping Finance, HR and IT functions to align with our emerging new strategic direction.
CRCC has traditionally delivered a range of services within the themes of community, care and skills such as community development; fishing and coastal communities; infrastructure services, training provision, informal and unpaid carers, volunteer led projects and support for young people.
Our current Board Strategic Review, likely to conclude by the end of September, will also afford the new post-holder the exciting opportunity of being in the organisation as it begins a period of significant change.
In the wider community and voluntary sector in Cornwall, CRCC is deeply engaged with a number of other county wide infrastructure charities seeking to develop a new formal Alliance able to offer their specific expertise and experience to the wider community sector so building greater resilience and delivering more beneficial impacts.

JOB DESCRIPTION
Job Title: Director of Resources
Responsible to: Chief Executive
Salary: £35,500-£42,000
Hours of work: 35 hours per week
Location: 2 Princes Street, Truro, TR1 2ES

Main duties and responsibilities
• Reporting to and deputising for the CEO when necessary including attending Board and other meetings with Board Members and preparing and presenting reports as required.
• Act as a trusted advisor to the CEO, and extended management team, holding all managers to a high-quality standard of performance in all Finance, HR and IT related activities
• Transform the delivery of the Finance, HR and IT services and operations, supported by efficient and fit for purpose processes demonstrating value for money particularly harmonising former Penwith Community Development Trusts (PCDT) finance into a consolidated efficient Cornwall Community Development Ltd (CCDL) system
• Ensure relevant statutory, regulatory, and professional standards are wholly achieved in relation to policies, processes, and procedures, particularly in respect of governance and employment legislation in Finance, HR and IT functions
• Set and encourage high standards of performance and demonstrate a commitment to good practice and continual improvement in all areas of the organisation’s operations.
Strategic direction and planning
• Shared responsibility for the delivery of CRCC’s vision, mission, values and strategic direction and Business Plan
• Be an active, forward thinking and effective member of CRCC’s Strategic Team working with the CEO, Development Leads and the Board of Trustees on all matters of corporate strategy to ensure a growing and sustainable charity.
Financial Planning and Resources
• Lead the finance team to ensure that the department provides the appropriate support to the CRCC Management and Board of Trustees by way of accurate and timely Management Information, annual budgets and rolling forward forecasts
• Oversee the preparation of annual accounts including managing relationships with auditors and attending the audit close out meeting
• Develop and maintain the appropriate risk management procedures for areas deemed high risk and make appropriate recommendations to the Management Team

• Ensure that the overhead costs for CRCC and Cornwall Community Development Limited Innovation (CCDLi) are efficient and properly managed, delivering value for money and the wider control environment is sufficiently robust to minimise the risk of fraud
• Lead financial planning in conjunction with the financial trustees and relevant staff members, providing annual and longer-term financial forecasts for CEO and Trustee approval
• Ensure the continued financial viability of CCDL and progress towards greater self-sufficiency and support the CEO in finding new sources and methods of income generation
• Provide an objective assessment of all financial operations within CRCC so that the organisation delivers value for money as efficiently as possible.
HR
• Lead the HR function to ensure that the department provides the appropriate support to the CRCC Management Team by way of accurate and timely people information including recruitment and retention data and annual staff budgets
• Transform the delivery of the HR service and operations, supported by efficient and fit for purpose processes
• Lead the development, implementation and evaluation of initiatives, programmes and activities designed to enhance workplace health and wellbeing
• Advise on the handling of serious employee relations matters and sensitive people cases, deploying high level professional skills to achieve successful outcomes
IT
• Lead the IT function to ensure CRCC has an effective Information Computer Technology infrastructure, hardware (software, systems and programmes) to enable CRCC to effectively carry out its business and ensure that risk is minimised by establishing contingency arrangements and disaster/recovery planning
• Lead the development, implementation and evaluation of initiatives, programmes and activities designed to improve CRCC’s IT operation and delivering high performance while also delivering value for money.
OTHERS
• Ensure that effective facilities management and administration services are in place to enable all employees to fulfil service delivery as economically as possible
• Practise an open, communicative, coaching and supportive management style that embraces diversity and encourages all employees to reach their full potential
